反送中占領 示威人士：目標阻止逃犯條例二讀
香港立法會原訂今天上午二讀討論逃犯條例修訂草案，但因逾萬民眾抗議而延後。有示威人士在現場宣布，占領行動預計持續到傍晚5時，目標是讓立法會不能恢復二讀逃犯條例。
立法會原定上午11時開會二讀討論逃犯條例修訂草案，但據香港電台等港媒報導，立法會主席梁君彥指示延後舉行，稍晚再通知議員，但不確定今天可否開會。
稍早時，有示威人士在占領現場台上宣布，希望大家待到下午5時，讓立法會今天不能開會討論逃犯條例。
為抗議港府著手修訂逃犯條例草案，香港9日爆發定調「反送中」的大遊行，主辦單位民間人權陣線表示有103萬人上街；今天一早又有逾萬人包圍立法會並占領主要幹道，另有眾多港民參與罷課、罷市、罷工活動，抗議逃犯條例草案進行二讀。
香港明報稍早暢銷商品首選前報導，多名民主派立法會議員要求與梁君彥會面，希望取消今天的大會，也有議員要求政府撤回或擱置修例。
民主黨議員林卓廷表示，金鐘一帶有非常多群眾抗議，不應該強行召開會議，否則會讓情況火上加油、一發不可收拾，希望梁君彥懸崖勒馬。（中央社）
陳朝龍案 監院法院「權責」拉扯
【記者黃啟明台北報導】前立委陳朝龍被控買票判刑定讞，監察委員調查後認為判決違法。法官協會20日對此聲明譴責監委干預司法，台灣法曹協會、檢察官協會今天各自發表聲明，齊聲支持法官協會。
監委高涌誠、趙永清據訴，陳朝龍於競選第7屆立法委員期間，遭檢舉違反公務人員選舉罷免法涉嫌賄選，案經最高法院發回3次更審，最終仍為有罪判決確定，但判決並未有具體事證佐證其與實際行為人共謀賄選，疑違反無罪推定及罪疑唯輕原則，因此提出調查報告。
調查意見指出，台灣高等法院未能正面、積極調查證據，認定事實與社會經驗不符，且偏採不利於被告證據，而屬有罪推定，有判決違背法令情形，將函請檢察總長提起非常上訴。
台灣高等法院19日發布新聞稿，指監院對審判核心多所指摘，已逾越法定職權。
法官協會20日表示，「請移開干預的手─監察權之行使不應侵犯審判獨立」，指監委以個人意見取代審判，無疑是干預司法審判，應予譴責。
高涌誠20日回應，並未逾越監察權行使範圍，司法院應妥適要求司法判決品質，並聲明針對已確定的司法判決，提出不涉及彈劾的調查報告，就像學術界的判決評釋，須接受社會公評，法院如認為原判決並無違誤，自應與調查報告併受社會各界檢視，而非反對他人就原判決提出意見。
台灣法曹協會21日則聲明支持法官協會，呼籲各界共同維護法官依據法律獨立審判的神聖空間，並請監察委員以憲法分權原則為念，督促司法權正當行使，但謹守分際，切莫干預司法審判。
檢察官協會也指出，認同法官協會嚴正譴責監察院，並呼籲監察權之行使，應注意與司法權的分際，避免造成對審判權及檢察權行使的不當干預，以維司法獨立。2018/12/21
